A template is only worth downloading if it imports cleanly. The usual failure is a file that looks right and breaks on upload: a header row that does not match what the importer expects, a data row one column short of the header, or an example row that was never tested against anything.

Download one, replace the example rows with your own data, and run it back through the matching validator before you import.
